Download Alci's IMG Editor 1.5 and extract it somewhere.
Run it and then open gta3.img file which is in your Gta SanAndreas/models folder, open it in Alci's IMG Editor.
Now Import both of these files and your done, save it and close Alci's IMG Editor, and enjoy your game.
