Importance of suggestion: 6/10
Why should it be accepted: For the first animation: Just for fun. Also when a victim is tied on the bonnet of a car, he can easily be released. If the car explodes, the victim can either die or be released automatically.

As for the kill by hanging part, a kidnapper can do whatever he wants with his victim. So, a command to hang his victims can be implemented. And also the victims could be made to have the animation of a tied cop while they are being hanged and their hp could gradually decrease like they would in the case of chlamydia.

Positive View :

It can be used for roleplay. Other than this, I see no reason why it should get added, its not like players are afraid of dying or are gonna get scared and speak the truth or something....

Negative View :

The way I see it, it might also get abused as kidnappers will just hang the innocent kidnapped player on their car and go after cops or something... Might cause the Anti-DM system to go crazy and disarm almost every LEO who drive-by's that wanted....
