It's still a request. He's requesting any player who wants to sell Dp's.
The rule for DP's is that you can not ask any specific player to sell it, but you can post a request like this.
The rule was made because players used to get annoyed by the pms and asking for dps. But here no one is getting annoyed, it's an open request to anyone who's willing to sell Dp's. No one is getting annoyed by his post. So it's allowed and if it's not allowed I'm ready to argue with any admin here, regarding this topic.
