It will be better because since Head Clowns are testers and a high grade of this group, they should have authority in this group.

1. Rules part (the clowns rules)
2. Driving part
3. Shooting part (m4 and s/o)

This could be extra but this can not be very important:
4. Map knowledge part

Since you have said that the player will be tested in shooting part and driving part, it will be better if he gets tested in rules part too.
