Importance of suggestion: 7/10
Why should it be accepted: Though El Quebrados is the perfect place for a new police department, it is much far away from the closest large city (San Fierro) and it's also in an area that players hardly ever venture to.

Cons aside, adding a station at El Quebrados allows for opportunities for some extra police presence in the Tierra Robada and Bone County areas. As seen in the spoiler, there's already an interior complete with jail cells, so it can also function as a new place for orange wanteds to end up if arrested almost anywhere in Tierra Robada and Bone County.

Waste of time literally. To spawn there, they would need to add some small ass town in the city selection.

You can spawn at LV/SF and take a helicopter to be faster,
I don't see a reason to add another department if civilians don't even spawn in the same area.
