How about someone who steals your bag becomes a Highly Wanted Suspect (Red) and automatically has a hit placed on him. Seriously some noob can just camp outside the bank, take a bag, become orange and become yellow randomly or pick up a bribe star and you can't stop the noob if you're a cop, and you can't steal it back if you're not Con Artist yourself? Which is complete bullshit.

Or at least when you kill the bitch that robbed you, you automatically get the bag back or something. It's a really cheap way of getting money bags where you can't stop or anticipate the guy stealing it.
