This guy has no reason whatsoever for applying here except for getting additional power. Every time he fails an application at a certain factions he is off running to the next. If people like him will be enlisted it will be a real shame. To add to that, at certain times he made a point to annoy LEOs like yours truly, with all sorts of trolling, he is not ready.

He is not eager nor determined to become an army member because of what the army has to offer, but any factions pawn, provided said faction will give him perks.
