Your question: If i drag a most wanted and he breaks his cuffs, can i provide both of the screenshots as proof for my most wanted drags or should i only use one of them?

When you drag the most wanted (dark red), take him to near by police station and take screen shot near police department's checkpoint.

For me, my proof for this achievement included the drag message and the suspect in the car, I didn't provide proof for having the suspect in front of the handling check point, however, dragging the same suspect won't count, in other words, you need to drag 40 different most wanted suspects to get the golden medal for this achievement.

It was accepted before, now you need to provide picture of most wanted dragged into your car near the checkpoint.

If he breaks cuffs and is not in your car, then it will not be counted. You need to provide screen shot of most wanted dragged into your car near the checkpoint.
