SWAT vehicle improvements - APPROVED

Suggestion: Bring back sea-sparrow.
Explanation: We have no way of shooting suspects in air, and it was removed for an unknown reason?
Reason: Since SWAT helicopter with guns was not accepted, we need something. I know we are not the deadly force but it is to easy for suspects to evade SWAT.

In-Game Name: BoSS
Suggestion: Bullet proof wheels for SWAT vehicles (Sultan)
Explanation: We usually go into scenarios where we have 4 or 5 suspects attacking us from all angles. It would be ideal and helpful in such satiations.
Reason: Not sure if it can be scripted but would be a nice feature and unique to SWAT.

For bullet proof wheels of sultan, I would vote +1 since we are Special Weapons and Tactics (not just random cops).
