Suggestion headline: 1: Make the jail evade cooldowns bigger. 2: add jail evade for /bc and then /q. 3: make the jail evade punishment harsher.

Why should it be accepted:
1. As far as I know if one uses /taze on a suspect and the suspect waits 3 seconds, he may use /q and return without any punishment. I think it is absurd because a cop could be chasing a criminal and taze that criminal, the criminal manages to escape but is on the run and after 3 seconds he disappears and returns as if nothing ever happened. This frustrates many cops and especially SWAT members because people do this way too often when it shouldn't be like that.

2. I don't know whether there is a jail evade punishment for using /q after /bc but I think there should be and it should be large just so people won't use /bc and then /q after 3 seconds. I'd like to opt for 10 seconds but it may be too much(?).

3. I think the punishment should be harsher for using /q and returning multiple times because if the current punishment doesn't stop people from evading, something needs to. Therefore, I've come up with an idea, which would probably need some balancing but I think it could work. If both of the above suggestions get implemented people might receive the jail evade punishment more often (and for good reasons), what if the players have a certain "limit" per 3 or 4 days that limits them to a certain amount of jail evades and if they go over that limit, they receive a ban or a warning(which will eventually lead to a ban). That way, people will want to stop using /q to evade cops or jail time as it could result in something more than just a bit of jail time.

I know these three suggestions are pretty harsh but I think once we find the right balance it is a necessity we must implement in order to decrease the amount of /q evaders. These suggestions could even be temporary and be active until the amount of /q evaders drops and then we may return to the "softer" policy but until then, I feel we need to treat jail evade through the usage of /q with strict enforcement.
