Obviously the bag would get confiscated. I'm going to go with +1 only if LEO's can pick up the bags too. And the bags would have a time limit before they disappear (ex: 2-3mins).

If a LEO arrests a suspect carrying a money bag, the money bag gets confiscated and the LEO could keep a fraction of the money inside (+1 score)

THIS. We would be able to kill a cop with a money bag (while he's on his way to return it to the bank, he'd obviously receive a reward for this) and take his moneybag and so on and so on.
