Someone who is banned permanently is no longer a player because he has not access to the game.
Thus the rest is self-explainatory.

I can not come to any other conclusion than that. Several developers have taken
strict measures against /q abusing though. But it is not possible to prevent it fully as
the server does not have a human understanding of it's surroundings.
