First download Cleo4: Here's the link : Cleo.li
How to download "Theres a button "Download for gta sa" click on it and it'll download and extract it to your gta sa folder.then download asi loader link :http://www.gamemodding.net/en/gta-san-andreas/gta-sa-mods/32620-asi-loader.html
It's auto install so you just have to locate it to your gta sa folder and then download the mod from gamemodding.net (The link Moiz provided) And locate it to your gta sa folder and it'll download itself.
