I would rather give more attention to Hacker, Car Jacker than to this. I think it's boring to sail all over san andreas, you don't have so many routes since the map isn't that big

I don't favor boats but the idea does seem pretty interesting and it would give players more things to do in-game. so I'd give it a +1
