Why should it be accepted: Many players leave the server as soon as they join because they don't understand how to play. There will be a guide NPC or an actor which helps newbies. Whenever a newbie connects, they will be teleported to a different virtual world and they will be accompanied by an NPC.
The NPC will teach him the basic commands and help him to understand the gameplay. For example,
1) Cop commands
At first the NPC will tell him the commands. Then NPC will ask him to use the commands on the NPC. NPC will start running, with a chat bubble on his head saying "Catch me. Use /taze [my id] to taze me" until he cuffs it. Smilarly, it'll ask him to cuff it and arrest it.
2) For robbers, it'll teach the player about robbing, wallets, robbing stores, etc..
If there's time to script, then we can teach by this other things too, such as kidnapping, mechanic, etc..

Good idea, but it would require a huge ammount of work, for this reason I dont think it is viable. The staff team are here to help, and we always will if possible. The /ask command is there for players to ask questions they are unsure about.

But in a way it would annoy ban evading hackers and make them have to sit through a tutorial each time they make a new account.
So all in all -1 (for probably a dumb reason- chat spam) but +1 which leaves me at neutral

+1 force newbie players to complete tutorial and btw looks like it will really help newbies who understand English at least.
