I agree with the main idea behind this, but with a little twist of my own. I'd say that when the new guy first spawns he is forced to read /pc, /rules, and maybe some simple tutorial about the basics of the server. This would save everyone from the trouble of having to explain everything after he/she has made a mistake, and it would also help in the way that they would get to be introduced to the rules and everything early on. I also think that this will filter out trolls/etc. that I feel would think that the rules/tutorial are too much of a hassle and they can just troll elsewhere.
