Why should it be accepted: Many times tagged members may not know what to vote for an applicant or they may not be sure to add a positive or negative. So i would like there to be a neutral option.

I don't think that's needed, if you don't know the applicant and not sure what to vote , just simply don't vote.

If you aren't sure that the applicant is worth getting the tag, then just simply don't vote. What's the point of being neutral? It's useless, since you aren't taking neutral votes into consideration.
