Why: makes vehicles and playing more interesting
Description: adding tool at 24/7, not sure how to name the tool, but it would be for breaking locks of cars owned by other people. You would come close to a car and type /breaklock or /bl for short which would have 50-50 perecnt chances that it will work. If successful then the vehicle becomes "unowned" .The tool would cost lets say 100$ or more and no matter if you fail or not you can carry only one that tool(to balance things). Oftenly, people just leave sultans,infernuses and other vehicles somewhere randomly so why not add this option. Note: it wouldnt work for tanks, hydras and such vehicles as it would be unfair.

With a 100$ tool, get a 550k$ car, I don't think so. Plus it would be annoying.
