Introducing new item: Car Lock

Truckers and taxi drivers have to drive unoccupied vehicles in order to do their missions. But when we leave the vehicle for a second, to go into a 24/7 or the bank, a nuub sometimes can steal the vehicle. My idea, is only taxi drivers and truckers should spawn with an extra item: Car Lock. When we do /carlock, it can simply be like /engine, but only the player who previously typed /carlock can type /carlock again to start the engine again. If any other player gets in and types /engine or /carlock, it should be unsuccessful.
