[Server] Re-add Anti DM System

Many new people, especially cops, 'abuse' it against Pagati as they don't know the player colors.
Add it back for -500 score, remove it for the +500 score people to avoid abuse.

Make it 3000 score till the anti DM barrier falls.

As Robin said make anti-dm only for newbies and give them time to fit in our server rules.Make it till 1000 score then anti-dm will be removed.I like DM.sometimes it's funny to use,ofcourse not to rulebraking
