Why should it be accepted: This would take away tazing, cuffing, searching, arresting and killing/damaging/ possibilites from all LEOs, and there is a very good reason for it. Lot of times I really enjoy training my dueling skills in terrorist fightclub, not for the purposes of being wanted, just for the purposes of training. When I kill someone, and go back in order to refill my hp and armor, a LEO that came witht the heli just waits there to send my butt in alca. So that would be for criminals(terrorists mainly) that want to train duels. Of course, we must take into a count abusing possibilites. Here how it's solved: when you come out of fc as a wanted, you'll need around 10 seconds to get back armor(for hp, you take drugs before you go dueling). If the wanted is ever inside the terrorist base anywhere except fightclub for more than 10 seconds, he gets punished for abuse. However, also a thing that should be punished, is if a wanted during this 10 seconds shoots LEOs, that of course shouldn't be allowed. Everything this is just for people that want some duelings, not being criminals.

At terrorist base, its easiest to duel, after you die, you respawn at their base and come back in a blink of an eye

+ you have a idlewood fight club building or what ever it's named.I mean for that one in air...Much new cops wouldn't recognize where are you actually.And also many of LEO's aren't so much interest to come up there because usually they need a helicopter to get there.

No one can't forbid usage of /cuff /taze /search /rp /fine or any other Law Enforcer command at any matter of time.Exception is events where all commands are denied usually as well with animations.
So you actually suggesting to forbid that but that's not possible.
