Doesn't matter if it was suggested countless of times, we still want this back. Make it tagged members only, since all of the denial reasons were 'it was abused a lot'.

It was IRC. IRC was removed for a reason. PM Kissane, I'm sure he'll be ecstatic to reply why he removed the IRC and why he hated / hates it still. 99.9999% Sure IRC will not be added back, neither will this.
