Allow tagged members to create events for money

If these suggestions get approved ( i am sure they won't) then someone will add a suggestion allow tagged members to jail/ban.

The issue is that you need real power to host Events, this ranges from spawning a car to banning. These powers are restricted to Administrators for reasons.
