Some people will struggle in fps because of this.
Also it will make the server more lagy

If your game lags when it rains, then you should buy a new computer. or enter a house when it rains.

Just saying, weather does not create Server-sided lag, it might only cause FPS drops with storms, rain or anything with much clouds.
There are enough mods to fix this btw, even for bricks.

Not bad however, bringing in any type of weather except from a plain sky would cause massive compatibility issues among players (e.g.: low frame rate, packet loss, random crashes). I would like this to work but I don't see it happening.

These issues have been around for a long time and never really have been fixed. I'm not sure on this, I know I can handle SA-MP weather and I know a lot of other people can too.

Maybe include an option to have weather enabled? Like under /sever? Allow players to either have a clear sky or just the server weather. (Not sure if this can work client sided tho and not change for everyone on the server)
