-1 dming is reportable as long as it isn't just a one time offense/single DM.

But no one is reporting the death matchers, so they will do this again next time or next day.

Well that isn't a sufficient reason to want it gone. If they're not reporting the deathmatchers then you wait until it happens at least 3 times to you and ether make an in-game report (if the admins are on) or make a report with more then just a kill list. Take a screenshots that catch them in the act and allow the admins time to investigate the report and make a final verdict.
