The proofs you have provided doesn't prove that he became wanted outside the base and went inside the duel arena to get rid of Leos.
He has been given temporary rights which means he can avail all the facilities of the base, there's no objection for a temporary member to use duel arena for duel purpose.
No action will be taken.
