Anyone can give me a solution to fix this? re-started my router multiple times and even re-installed GTA SA on a whole new windows user but the issue keeps appearing.

As many of you know, sometimes when you timeout or re-join a server after a GMX or crash/restart, you will be 'banned'. The 'You are banned from this server.' message will apear. This is extremely frustrating as you have to re-connect. This is a massive nuisance when you are trying to develop a server and have to GMX a lot, and the server crashes often if you use certain plugins (BlueG's mySQL IIRC). This is a SA:MP bug that was introduced in 0.3e R2 as a side-effect of some connection security measures added. Even tho, there are several tutorials on youtube, of how to solve this problem.

To me, it only happens when some people jack my car, I repeat only some players, not all. Very frustrating.

And please give us the links of those tutorials.

I just do /q, and launch the game again it always works that way. Sometimes it takes 2 launches to work. Resetting your modem wouldn't work cause it's a server problem not a client problem.
