Positive on gambling but I don't know if it's possible to script it. Either they'll have to script a whole new gambling system, which will be very difficult or they'll have to use San Andreas's gambling system but our anti-cheat does not allow gambling to prevent money cheaters.

The Government would never place an ATM there in real life. And the Black Market is supposed to be hiden, Cops know nothing about it. I think that's enough.
Second suggestion (Gambling): Neutral.
While the idea is actually great and will make the Black Market even more visitable than it used to be (it will obviously attract more players) I feel that players will stay inside for a long time and cops will start camping outside waiting for them. Let's say you are about to cop-hunt so you buy stuff from there. You get wanted level because that's how it is scripted but then you change your mind, you decide to stay inside and you Gumble. You will be inside for a long time while being wanted. It will attract a lot of cops, they will start complaining and making unnecessary reports such as 'camping inside' or 'staying inside for too long' especially if the criminal activity might be low that time and they got no one else to chase. Yes there's a protection for the ones who leave the Market but cops can still damage you (but not arrest you) // destroy your car etc. I don't think anyone would like to see plenty of cops waiting outside for you.
But if it's going to be like 'you must not be wanted in order to Gamble' then I support it.
