Rules question

Question(s): Looking at the Rustler plane rules, I noticed something weird.
1st rule says:

You may not use the Rustler's weapon, minigun, against suspects who are on foot and on the ground or on top of a roof top.....

And the 3rd says this:

...You may engage the most wanted suspects who are on ground after using the /su and waiting 5 seconds for timer to expire

Isn't this a bit contradictory?

I didn't mention what the 2nd rule says since it's related to Army zone and you can generally attack at will while the supects are in the Army zone.

You may engage most wanted suspects who are on ground only.

Other suspects may be engaged if they are in Army zone, in the water or airborne.
