Negative on the ATM because The Black Market is supposed to be hidden from Law Enforcement Agents. Even the cops don't know about The Black Market so there's no way a bank would know about it. So it'll be unrealistic to place an ATM machine there.

Positive on gambling but I don't know if it's possible to script it. Either they'll have to script a whole new gambling system, which will be very difficult or they'll have to use San Andreas's gambling system but our anti-cheat does not allow gambling to prevent money cheaters.

The Gambling system is being accepted and will be implemented in the future in some way
