Additional information: I just saw army in map so I escaped to jefferson, I was about to take a bike to escape from them, then "XVandeta" /su me, I didn't shoot him I just ran to the checkpoint but he probably didn't want me to take a bike so he killed me after 2 seconds from the /su.

I /su him and at the 3rd sec he shoot with his vortex at us through the metal barrier at Jeffrosn car shop I acted quickly and Killed him as you supposed to when a wanted criminal shoot at you no Rules Has been broken
lacky was with me he saw the whole thing.

Note: Even if his bullets didn't go through the Metal Barrier he still Fired at us with the intention to Kill us And as Army tank Rule Number 4 says:
