I'm going neutral, I like the suggestion and I agree with some of the points but not sure about putting it in the black market, it sounds like an interesting idea but maybe a better explanation might convince me, who knows.

Side note: at the black market let's be able to buy enough C4 to rob 2 casinos with since its the black market.
