You can counter it by not entering any vehicle for like 2 or 3 minutes, or you can replace your audio files (the audio folder in GTA:SA directory) with the original one's that come with GTA:SA disc (google it yourself as i can't give you the link to the non-licensed content)

The GTA I have at home has only SAMP installed with everything else original. The one on rain22's laptop has a few car mods and a mod to fix a controller issue.

It did work for some of the players in-game.That was sadly a random fix I suppose, since I am always running on mute radio and game effects. It seems that it was fixed randomly for them, like it happened to me numerous times.
