This thing also happens with me sometimes when my game crashes, There's no way to fix this this thing not only happens in samp i have faced this issue with many other games. Run your game on HIGHPriority

- Do ALT+CTRL+DEL Select gta.exe process then right click Set Priority > Set priority to high, I usually do this to get rid from that, and sometimes it helps me, i hope this works for you.
