Why should it be accepted: robbing a money bag means you are carrying a moneybag from a bank robbery which should be a high crime, its annoying to see ppl rob a money bag get orange and then use a star to go yellow and get a good payload for hardly doing anything. i think making them highly wanted 3 stars+ would be smart and more realistic in my opinion.

Robbing a money bag from a player gives you 6 star wanted level, not 4. Taking a star makes it 5, for being yellow you need to have 3 or less. If you rob a bag, and get a star, it will reduce your wanted level to 5 star, not 3. Cool down between taking stars is quite high, 15-20 mins I guess. Between those fifteen minutes, you won't survive, let's say you managed to survive, but you will still have 4 star wanted level even if you manage to get another star, which is still orange and not yellow.
