What about if we can use it but only vs a car of criminals that are teaming? (2 or more?) and only when they are not surrounded by other civilians / other LEOs?

Suppose there is an innocent in front of the most wanted at the far end of your radar. If you're using a hydra, you can lock missiles and the missiles will not damage that innocent who's far away from you. But if you're using a rustler, you'd hit the most wanted once or twice atmost but the next shot will hit the innocent who's very far away from you because you can't hover with a rustler. It's like trying shoot down the most wanted in a hydra without locking it's missiles with its thrusters facing backwards.
