Edit: this would also enforce the completely NOT good idea of testers getting new "toys" and will induce more self-centered behavior from them as well.. they'll think that people owe them anything at all.

In short, terrible idea and it would waste the time of whoever was enough of an unfortunate bastard to get that as a task
While I don't agree with all of his points, I do agree with some of them and I have personally considered this before. I don't think it would be so fair to players who aren't testers and again it would be a lot of access to give to a player. The fact we can remove the ones who abuse it doesn't really change a lot, it would still most likely be abused so we don't intend to add this for now, at least not any time soon

If a player wishes to cheat using /allowpm he isn't very smart. PMs are viewable by admins so this is a very ineffective way to cheat, there are numerous better options that admins aren't able to check so I personally don't think it's a bad thing if they use this command for that purpose.

Also I would like to add that this is not a simple solution, it is by far one of the most complicated ways to solve a problem which really isn't that big of an issue.
