Most of the people will agree with this, because you're just designing with the HTML and not processing anything. About the HTML Forms, you give the input but still the response is redirected to a PHP script where you do all the processing.

JS or JavaScript, is a scripting language, not a programming language agreed.
PHP can be used as a programming language itself if you really wanted to use it that way.

Controversial point to be honest and completely dependent on the type of deployment & use of the language.

Good code is good code, no matter on what platform it is. Being outstanding on HTML/CSS/JS/PHP is just as remarkable as being outstanding in any other language.

The problem comes when amateurs/beginners (like everyone here, myself included) start using biased opinions to make themselves/whatever little they do seem better than those that are doing other stuff
