I don't see a reason why should Staff members waste time on this.

I don't like the suggestion for obvious reasons, negative.

Server factions are literally 'owned' by the server and are therefore more closely watched and have better selected staff teams (or TOs/WOs in general).
That's what I mention with the supervision, factions are different from groups.

The testers can't be trusted as much. They can abuse it a lot, plus they need commands and permissions to spawn vehicles on it and teleport, which can't be given to every tester.
I don't think such thing will happen, but i suggest to make the test in San Fierro, where you won't get bothered that much.
