Before The boss accepts/deny you, you will be tested in-game,Your in-game test will contain some knowledge about blackouts rules and driving/shooting/crime skills. Your overall score must be equal or above to 3 or else your application will be auto-denied.

You can be tested by one of the following Recruiter:

After you've successfully passed the test, the members will start voting on your application. Once there are enough votes then The boss will wether Accept or Deny you.
