Why should it be accepted: If a law enforcement officer kills/arrests a suspect that has a stolen moneybag from the bank, he gets a special award like $20,000 or something.

Leos get both money and score by arresting suspects plus the paycheck so it is already balanced. Just arrest instead of killing suspects if you are playing for money.
There are already lot of suggestions pending for devs to implement and since they are busy with their work irl, I believe this is not really needed at the moment.

And as cop it doesn't matter you kill orange, most wanted, highly most wanted you get 1 score change it to like 1 score for orange and 2 for most wanted and highly wanted suspects. and $1000-$2000 money!
