Talk to the player and tell him that it isn't allowed, or just report him. Mastro's topic clearly states that only suggestions of high importance should be made, and I don't believe that this should be one of the developers' main priorioty.

Random hits are reportable and can be punished, as for legit hits I don't see a reason for a cooldown. you can be killed for a hit then harm another player and get hit for it. It's legit and not a rulebreak. -1

You shouldn't have any problem with valid hits as everytime you're giving them legit reasons.
Dont want hit? Stop bothering them.
You're getting hit 14 times if you kill a person 14 times. He has legit reason everytime.

This is pointless, random hitting is against the rules, if someone is throwing false hits then report them, players should be able to put as many hits if need be, it’s rpish and gives the hitman something to do, plus some situations call for more then one hit in a short duration of time.

And i think it will cause less work for hitmans, there already isn't much work for them and this could be a step towards the skill's decline.
