First of all, No, no and no. It should be 0/10.

It would be better for every user. You could maybe make events with the money & houses they have.

You can always donate for their houses after 60 days for undonated ones, 90 days for the donated ones, 180 days for the ones with special interiors. So yeah giving them away would reduce the donations. Regarding the money and other stuff, they made them with their own efforts and you've no right to just come and ask them and no admin should touch their properties for his events.

Note: I almost forgot, the community now makes some exceptions to those who're permenantly banned, so they might have a chance to come back.
