I am going to give -1 for this suggestion.

I think current skins are related to GTA SA (singleplayer). Two mechanics: Dwayne and Jethro were occured in San Fierro during first mission in this town (and during later ones). Third mechanic, I don't know his name, but he occured himself during mission "Cesar Vialpando". And he has shown you a garage where you can modify your car.

I know the skin you suggested looks good, but he is not mechanic inherently.
