i applied for army, took a test but i failed.
my problem is: Does your time (7 days) to wait for a Re-Apply start when the general replied or does the time start when the tester posted that i failed the test?

By default, the re-apply date is 7 days. In some cases it can be extended.
If it takes 2 or more days, we might decrease the date by a little bit, but this highly depends on a bunch of factors (mainly when you got denied, like 23:50 won't really count as an extra day in my eyes)
For your application, you got tested (and failed) only yesterday, so the default date will be applied.

The re-apply time and date are both stated by the denying AHC on your application once you have been denied.
