FPS capped to 60

so I got my new laptop, specs:
GTX 1050Ti 4 GB
8 GB ram
i5 8300H
1 TB HDD
128 SSD,
I can play GTA V at very high settings above 60 FPS with max temperature of 77 degree (after undervolting -0.125V). The thing is, sometimes all my games get locked to 60 FPS and there is a slight input lag (almost if Vsync is on), I checked nvidia control panel and vsync was set to off for every application. I have to restart just to remove the framelock. I have geforce experience installed with nvidia driver 388.xx (will post the exact version tomorrow, I am of to bed now), when I click on check for updates, it tells me I have latest drivers.
I have win 10 home 64 bit.

Sounds like a software issue to me, some driver programs (or the Nvidia software) or other gaming software trend to cut it at 60 FPS.

Does it really matter tho? If it's 60 all the time, it's not a problem at all (unless you got a 122/144hz monitor)

Its butter smooth but then I have input lag which really bothers me

I gather you're using an external mouse / keyboard when playing these games or are you using the laptops trackpad and keyboard?

Maybe try using DDU nvidia program which it automatically uninstalls everything from your PC (nvidia driver) including in registry as well.

And then re-install again and retry.

I still have this problem, however I just restart my laptop and my games aren't capped to 60 fps anymore
