New Rule regarding picking up the SWAT bomb

Your suggestion: New rule - explained below.
Reason: No idea from where should I start but in recent promotions, many people unlocked SWAT bomb. Today, I was cophunting with my crew and there were 4 SWAT bombers online. In total, there were 4 SWAT bombs exploded on my car. I managed to escape from 2 bombers then in end, two other bombers bombed my car. Now, don't tell me to use SWAT jammer since it mostly gets bugged and we can't plant it from inside the car so it wouldn't really work and if I keep roof-topper on my car for planting SWAT bomb jammer, he'll most likely to be arrested sooner by straight cuffers - so this will also not work.

Others couldn't even manage to escape from first 2x bombers, it was me who were driving so I knew from where to stunt or not at what accuracy. I think we should add a new rule regarding picking up the SWAT bomb. The rule should be like:

If there are two SWAT bombers already playing in skin than other SWAT officers (who meet the bomb requirements) should not be able to pick up the SWAT bomb. (Making an automated/scripted system or just adding a rule regarding this and members should also obey this rule)

Just another example of more whining, now from the criminals end.

Translation for this: "I was cophunting with 11 people in a sultan today and I am upset that I was defeated so something needs to change (and definitely not how I play!) so that this doesn't happen"

Part of the reason why playing in the server now is unbearable is because of shit like this, neither criminals nor cops can actually bother to get good at the game and just try to have a single player experience in a multi player game.

Not a chance I'll agree on this, I wonder why you people never complain when a tank destroys you ..

Jammer bugged, report it, you got shocks, taze reflectors, everything to own leos, you need to find a way to stop getting bombed and please, enough attempts to remove/nerf the bomb already, this feature is unique and the only strong feature swat has to stop the many over powered features criminals has .. the drag process itself is long and you find many abusers on your way to the checkpoint, break cuffing, etc etc etc

Tank has rules, Tank cannot open fire on a car filled with orange suspects and Tank is also very slow

SWAT bomb has no rules except surrender one. SWAT is biased on teamwork this is the reason I mentioned 2 members limit since solo or two swat bombers won't be able to do shit against shockers,etc
