Handcuffed players shocks [DENIED]

Importance of suggestion: 1/10 (Shows how much it would mean to server/players): I guess it changes game environment.
Why should it be accepted: I'll give you an example. I go up against three players. I immediately spot one of them jumping around which means they're very likely typing shock command. This is giving me a signal that I barely stand any chance of surviving if I only choose to shoot at them unless I try to handcuff at least one of them. It's quite difficult to actually handcuff person who is trying to shock you at the same time, I mean, not as difficult as to some players as they would immediately run into wanted player which is as much as already trapped. I would on the other hand usually handcuff one of them BUT THEN, as soon as I do that, the same handcuffed player is immediately going to spam shocks which means you cannot arrest handcuffed player as he is very likely out of range because you were previously jumping to have him handcuffed or you're constantly being under shock and while at it there's always that slight rotation where you can be damaged while still not being able to do anything. Why did I give you this example? It's because to show you how you leave ZERO chances to LEO players who find themselves in situations where they're outnumbered. I wouldn't even come to forums and propose this but there's literally no chances whatsoever. Handcuffed players can now move (- Criminals are now able to run whilst cuffed.) which in my opinion is balanced enough. It's not simple to have one person handcuffed where, let's say, person is solid (you don't even have to be any good to use shock on someone), like i've seen newbies shocking me when I least expected it and I always troubled myself killing them. This is something that definetely is in need of change. I don't know if any of you noticed this (pretty sure you have) and if anyone had any suggestions but it doesn't look any normal when player you had handcuffed is shocking you unlimitedly where others then simply have you killed as you cannot do anything whatsoever. They bugged criminals already. They shouldnt be able to shock while cuffed.

I suggested it before, I think it got denied but if it got accepted it isnt implemented till date. Now that cuffed players can jump and walk, and even drive a car (in reverse only), this needs to be implemented

Dude have you even seen the new updates? They buffed the criminals way too much. Just stop commenting while being inactive yourself.

I agree with Joker , let criminals shock any law enforcement agent while he is cuffed because it gives criminal time to break cuffs. Actually you guys never played as a criminal or never done cop hunt so you guys have no idea how hard it is to play as a criminal.
