Cop weapon checkpoint in random area

When did the bug appear: Just noticed it now
Describe the bug: Well, theres a random cop weapon checkpoint in SF (no where near the police station). I found it while I was chasing a suspect and when I checked it, I could get free weapons and cuffs. It's at Esplanade North.

There's another checkpoint in LV too, there was no base ever. (near ships spawn)

I still remember this checkpoint. There were also two metal fences in 2013 or 2014 not sure.
