You need to use another tactics. If he shocks you and run you always can pretype /cuff and /ar before enagaging the suspect.

We are op ? who said we are op ? what makes you think that criminal are op ? do you have any idea how hard it is to play as a criminal ?
We are allowed to shock while being cuffed because it gives us another attempt to break cuffs when we failed to do it in first attempt.
Brother play as a criminal in server just for a week then you will realize problems of criminals. You always play as a law enforcement agent so you don't have any idea about crime. Already the ration between cops and criminals is unbalanced. Think from a criminal view brother.
